At first I thought that this sounded a lot like passages from "An Appeal
to the Young". But after quickly scanning the text, I didn't find it. It
could be there is you want to read it a little more thoroughly. But this
could also likely be one of the many editorials written by Kropotkin in Le
Revolte (1880s). Most of these are not reprinted in English, to the best
of my knowledge.
