I wonder if a CD is the best format for your project. It would require additional authoring and production time. Could you get the same functionality from a PDF? PDFs do links well and have the added advantage of being formatted like a book. In fact, you could take the same file and use it for both — the printer could create the book from the same PDF used for the interactive version.
The book could give a link to the latest PDF download which would always be up to date. The end user would have much of the same benefits with the knowledge that a download is more environmentally friendly (if that's important to your readers) than a plastic disc.
Of course, if you need CDs they are cheap now and your budget will appreciate that.
