What else will be on the CD? In fact what is the purpose of the CD as opposed to or in conjunction with the book?

The safest thing to do is only link to pages you (or the book author) can maintain yourself otherwise you can't guarantee that links won't go dead because you don't control them. If you don't control the pages you are linked to, the other problem is that, even if the links still work, there is no guarantee that the content will be what you wanted to link to.

Whether you are providing a web bibliography of your information, or an expansion of what is in the book, if you want it to stay targeted then the content you want/need should probably be on the CD itself.

If you are hoping to connected to information that maybe is not even know when the book is published, then I would try to be more flexible and think outside the box. Maybe provide people with search parameters; names, topics, keywords, etc, and let them find the latest information for themselves. Personally I would date every link so the reader knows when it was what you expected it to be. And finally, if the link is important, it should also be printed in the book. I HATE getting a book that tells me to check the CD (which I don't have) for critical information or links.
