DTP question

I am looking at a book published by a national agency. It's a perfect-
bound, academic book, 6x9 trim, 278 pages, with laminated cover and a
tight bind. (Not POD, IOW.)

When I examined it, I was surprised by the appearance of the type on
the page. It seemed 'heavy' and not crisply formed, as opposed to the
razor-sharp letter definition from filmsetter output.

In fact, it looked like the page was output on a 600-dpi, or maybe
1200-dpi, laserprinter and then imaged (probably imposed 8-up per
side, because I didn't see any bounce in the folios, which would
indicate manual imposition of each page). Some pages looked heavier
than others later in the book (on another sig). Some type (initial
drop cap on chap opening) was halftoned, and the dot formation looked
very coarse.

In other words, it looked like they shot 'repros' of the forms. But I
really dan't think they did that.

Does direct-to-plate produce this effect?
